EPA’s National Enforcement & Compliance Initiatives – David Cozad

David Cozad will discuss the six priority areas selected by US EPA as National Enforcement & Compliance Initiatives (NECIs) for Fiscal Years 2024-2027. Each of these six NECIs address an environmental and public health challenge, the kind of challenge that is difficult to tackle without additional resources and a concerted national effort.  All of the initiatives incorporate environmental justice considerations to ensure that the benefits of our Nation’s environmental laws can be shared by everyone living in the United States. Taken together, these initiatives comprehensively address significant environmental problems across media: air, water, and toxics. Using the full scope of EPA’s enforcement and compliance tools to confront the most significant public health and environmental challenges will help protect vulnerable and overburdened communities and promote a sustainable future.

Mr. Cozad is the Director of the Enforcement and Compliance Assurance Division for EPA Region 7 in Kansas City. He started in that position in October 2019. Prior to that, he was the Regional Counsel for EPA Region 7 for twelve years, where he was responsible for leading the Region’s 45-person legal office. He recently had three six-month temporary details at EPA HQ in Washington, D.C., serving in senior leadership positions during the last two presidential transitions. Mr. Cozad has been with EPA Region 7 for thirty-one years, and prior to that, he worked with the Department of Justice in Washington D.C., on environmental enforcement matters. He has a B.B.A. in Economics from James Madison University and a law degree from the College of William and Mary.
