Gimme Shelter! Stormwater Permit Benchmark vs. No Exposure

Summary

For sites with stormwater-only NPDES permits (general or site-specific) and benchmarks, “No Exposure” certifications or special conditions may provide relief from costly sampling and corrective actions. However, certifying and maintaining a condition of “No Exposure” can be challenging. Is the juice worth the squeeze?

Speakers:

Mike Hogan

Mike is a Senior Scientist with eleven years of experience as an environmental consultant and scientist with Geosyntec’s St. Louis, Missouri office. Areas of expertise include surface water quality sampling and data management/interpretation, environmental permitting, natural resource investigations, hydrologic monitoring and data collection, and aquatic ecology. Mike supports projects in these subject matters throughout the Midwest.

Mike’s regulatory experience includes: NPDES permitting, U.S. Army Corps of Engineers (USACE) sections 401, 404, and 408 permitting for impacts to waters of the U.S. and levees, and protected species consultations with U.S. Fish and Wildlife Service (USFWS), and state agencies.

Monica Crisafulli

Monica has over eleven years of experience and has been a part of the Geosyntec Clean Water Act Compliance Department as a Project Scientist since March 2025. Prior to coming to Geosyntec, Monica worked on The Boeing Company Environment, Health and Safety team in St. Louis, Missouri. During that time, she managed enterprise-wide and regional projects to ensure regulatory compliance. Currently, she leverages this experience to provide an industrial perspective for her team and clients. Monica has been working with municipalities, energy providers, and various other industries to support NPDES permitting and compliance, and industrial pretreatment programs.
