Multiple Benefit Watershed Management in the Blue River

The Blue River watershed encompasses 270 square miles in Kansas and Missouri, flowing from rural headwaters through Kansas City’s urban core, and is home to over one million inhabitants and many of the region’s landmark recreational areas, attractions and cultural destinations. It has also been the focus of major flood reduction, water quality improvement, habitat conservation and urban revitalization efforts for over 50 years. As a local stormwater manager once said “If we can’t do cooperative watershed management in the Blue River watershed, we can’t do it anywhere.” This presentation provides a brief overview of these efforts, particularly over the past 10 years as a wide array of organizations, initiatives, and public-private partnerships are coming together to “Renew The Blue”; particularly as exemplified by the Municipal Farm Sustainable Reuse Plan.

Scott Schulte & Gerald “Bo” Williams

Scott Schulte is a Senior Environmental Planner and natural resource discipline leader for Vireo, a small Midwestern planning, landscape architecture, natural resource management and community engagement consulting. Scott has over 25 years experience in the environmental field, including watershed and natural resource management; low-impact development and green infrastructure design; ecosystem restoration; environmental policy; training and community engagement; and environmental permitting and regulatory compliance.  Scott was founding President and serves on the Board of Directors for the Heartland Conservation Alliance. He is also a Lecturer at the University of Kansas for the Professional Science Masters in Environmental Assessment; and previously in the KU Urban Planning Program.  Scott earned a Master of Urban Planning with an Environmental and Land Use Planning emphasis from the University of Kansas in 2002.

Gerald “Bo” Williams is a Lead Planner in Kansas City, Missouri’s City Planning Department with over 20 years of experience in long-range and comprehensive planning.  Specializing in land use and transportation planning, Gerald has managed the creation and implementation of numerous long range planning projects, including the Municipal Farm Sustainable Reuse Plan and the Greater Downtown Area Plan. His experience with public engagement, public involvement and consensus building is extensive. Gerald received a bachelor’s degree in Environmental Science in 1994 and a Master of Urban Planning degree in 1996, both from the University of Kansas. Gerald spent 2 years in Baltimore working for a private firm on planning projects for US military facilities in Europe and the states. Gerald then returned to his home state of Kansas to work for the City of Topeka as a long range planner before eventually moving to the City of Kansas City, Missouri in 2000, where he remains today.
