 g Nature:\nAround the world\, a flexible and fast testing ground for innov
 ations\, called a “regulatory sandbox\,” is opening the door to speedi
 er adoption of new technology in areas of regulation and economic activity
 . We propose applying the regulatory sandbox to conservation. Developing a
  regulatory sandbox for nature is about recognizing where a potentially su
 ccessful solution to a conservation issue is repeatedly impeded by a regul
 atory barrier and then creating the space to test solutions outside the no
 rmal regulatory structure. Sharing lessons learned and changing policy to 
 support innovation and creativity are potential outcomes of developing a s
 andbox for nature.\nPhoebe Higgins\, Director of Markets\, Environmental P
 olicy Innovation Center\n\nAs Director of Markets for Environmental Policy
  Innovation Center\, Phoebe works on expanding the use of environmental ma
 rkets and data technology to speed up and scale up conservation. She is cu
 rrently developing policy recommendations for private land conservation in
  the Midwest and researching new data technology tools that reduce environ
 mental impacts from power utilities.\n\nPhoebe previously worked at Enviro
 nmental Defense Fund\, where she directed the California Fisheries Fund\, 
 an award-winning $3.5-million revolving loan fund financing sustainable co
 mmercial fishing on the US West Coast. She helped commercial fishing opera
 tions improve their business efficiency while reducing environmental impac
 ts and financed California’s first fishing quota banks.\n\nA foodie and 
 travel enthusiast\, she has learned how to make more than 20 styles of Ita
 lian pasta by hand. She holds a BA in Russian Studies from Carleton Colleg
 e and a Green MBA in Sustainable Entrepreneurship from Dominican Universit
