SUMMARY:A&WMA ONLINE: August 2021 Monthly Meeting - Site Closure Tools in 2
 021
DESCRIPTION:Program details\n11:00am - Presentation via Zoom\n\nLogin infor
mation will be sent to participants 1 day prior to the event.\nSite Closur
e Tools in 2021\nContaminant assessment and remediation project work has m
atured at Sites across the country.  Many Sites are now beyond the initia
l stages of Site characterization and risk assessment and are moving into
later stages such as remedial alternative evaluations\, design\, remedial
implementation\, and post-closure monitoring.   In fact\, many Sites the
se days have progressed through active remediation and are now in a routin
e Operation and Monitoring (O&amp\;M) phase.  However\, this O&amp\;M pha
se typically involves on-going monitoring of residual contamination in soi
ls and groundwater.  As such\, complete Site closure may not possible.
In addition\, federal or state regulatory agencies are very reluctant to a
pprove closure requests (i.e.\, delisting or no further remediation certif
ication) of these types of mature Sites.\n\nToday\, in 2021\, additional t
ools and methods are available to address residual contamination at these
mature remediation Sites compared to when CERCLA or RCRA rules and guidanc
e were promulgated over 40 years ago. Also\, in recent years there have be
en a number of changes in regulatory rules and guidance that allow risk-ba
sed closures for Sites with residual contamination.  More importantly\, t
here are now more  Sites in the public record that have been completely c
losed\, been delisted\, or have received no further remediation certificat
ions with residual contamination in place.\n\nThis presentation will provi
de an overview of regulatory strategies and technical approaches currently
available to take a Site to complete closure.  This presentation will al
so provide a high level  benefit analysis of  the liability and costs as
sociated with the continuation of routine O&amp\;M remedies vs closure of
the Site with residual impact.  Finally\, complete Site closure will have
a positive effect on the ESG (Environmental\, Social\, and Governance) pr
ograms that many industries and organizations have recently implemented.\n
